Assessment of Mobile Coverage Following 3G Shutdown
Senator Matthew Canavan questioned representatives from the Department of Infrastructure, Transport, Regional Development, Communications and the Arts about mobile network coverage in Australia following the 3G shutdown. The discussion focused on the accuracy of coverage maps and the industry's commitment to maintain coverage. James Chisholm, Deputy Secretary, stated that Optus and Telstra had reaffirmed their commitment to providing coverage for areas within their coverage maps, with stronger and equivalent coverage. However, this commitment only applies to areas previously covered according to the industry's maps. Senator Canavan expressed concerns about individuals who had coverage outside of the 3G map footprint prior to the shutdown and whether they would continue to have coverage. A national audit of mobile coverage is underway to assess the actual coverage and inform department programs. The audit has highlighted coverage issues in parts of big cities and will inform the design and prioritisation of programs to address gaps in coverage. Senator Canavan raised concerns about the consequences for individuals not benefiting from the commitment to maintain coverage and questioned whether the industry should provide solutions, such as signal boosters, to affected customers. The discussion emphasised the need for the industry to follow through on their commitment and provide adequate support to customers experiencing coverage issues. Senator Canavan inquired about mechanisms to ensure the industry's compliance, including potential penalties for non-compliance. The Deputy Secretary noted that consumers can seek recourse through the telecommunications industry ombudsman and fair trading agencies if they feel misled by the industry's representations.
